Summary of New Rodenticide Label  Restrictions-EPA Rodenticide Mitigation-Effective June 4, 2011

We have inventoried the popular Contrac Blox -4 lb (second generation) with the old label. We wil be able to sell Contrac 4 lb in the consumer retail category with the old label until supplies run out.

The ten rodenticide active ingredients covered by this action can be divided into three categories:
• first-generation anticoagulants(multiple feed): warfarin, chlorophacinone, and diphacinone
• second-generation anticoagulants(single feed): brodifacoum, bromadiolone, difenacoum, and difethialone
• non-anticoagulants: bromethalin, cholecalciferol and zinc phosphide

Anticoagulants produce death by internal bleeding to the rodent.

Multiple feed first generation anitcoagulant require mulitple feedings for a lethal dose as opposed to a single feeding second generation anitcoagulant.

What is the purpose of the EPA Mitigation Decison ?

The purpose of the new legislation is for increased protection for non targeted animals and children.

Who is affected by this EPA ruling?

The EPA Rodenticide Mitigation Decision is divided in consumer, agricultural and professional applicator markets. Each market has particular restrictions.

Consumer-Retail and Homeowner

Loose bait forms such as pellets and meals forms are prohibited. Must be sold in solid blox, block forms.

• Each retail unit must include a Bait Station. Bait refills may be sold with bait stations in a single retail unit.

• All outdoor above ground use must be in a bait station and be applied within 50 feet of buildings.
• Below ground bait uses (moles/gophers) do not have a bait station requirement and pellets and meal are allowed. An example of such a permitted mole bait is Talpirid Mole Bait
• Only first generation anticoagulants and non-anticoagulants will be allowed.Maximum package size limited to bait amounts of 1 lb or less.

 

Stores in the consumer market are defined as retail, hardware, home improvement, grocery, convenience, drug, club, and online stores.

•May not contain second generation anticoagulants such as:
•brodifacoum(Final, Havoc,Talon G)
•difethialone (First Strike, Generations)
•bromadiolone(Contrac,Maki, Bomone, Coumarin, Ratimus, Super-Rozol
•difenacoum (Difenacoum rat and mouse block and pellets)

May contain products with these active ingredients:
•diphacinone (Ditrac)
•bromethalin( Fastrac Blox), Fast Kill Blox
•chlorophacinone
•warfarin
•zinc phosphide
•cholecalciferol(Terad3)

Explanation of Tier System:

•Tier 1 – Tamper-resistant for children and dogs; weather resistant; tested according to EPA protocols; indoor and outdoor use;
•Tier 2 – Tamper-resistant for children and dogs; tested according to EPA protocols; indoor use only;
•Tier 3 – Tamper-resistant for children; tested according to EPA protocols; indoor use only;
•Tier 4 – Self-certification; packaging not reasonably anticipated to release other than small quantities of bait; resistant to opening by a child less than six years old; indoor use only; non-refillable (one-time-use only).

Professional Applicators(PMP):Second-Generation Anticoagulant Products

•Second generation anticoagulants must contain at least 16 pounds of bait.
•First generation and non-anticoagulants contain at least 4 pounds of bait.
•Bait stations are required for all outdoor, above-ground placements of second-generation anticoagulants. If children or non targeted animals are in the area, bait stations need to be tamper-resistant.
•Bait stations are required indoors if exposure to children, pets, or non-target animals is possible.
•Distribution to and sales in "consumer" stores including grocery stores, drug stores, hardware stores, club stores will be prohibited.
•All outdoor above ground use must be in a bait station and be applied within 50 feet of buildings. This will limit treatment of fence lines and placements in dumpsters outside the 50 feet range.

Agricultural Use: Second-Generation Anticoagulant Products for Use Around Agricultural Buildings

•Products must contain at least eight pounds of bait.
•Bait stations are required for all outdoor, above-ground placements of second-generation anticoagulant products.
•Bait stations are required indoors if exposure to children, pets, or non-target animals is possible.
•Product labels must indicate that the product is for use only in and around agricultural buildings and that use in residential use sites is prohibited.
•Distribution to and sales in "consumer" stores including grocery stores, drug stores, hardware stores, club stores will be prohibited.
•All outdoor above ground use must be in a bait station and be applied within 50 feet of buildings.
